To make tangzhong: Mix the flour, milk, and water listed under"For Tangzhong" without any lumps. Cook on a medium flame for 2-3 minutes until you get a think mixture.

In the meantime, make the chocolate filling by mixing butter, cocoa, vanilla, cream cheese.
Punch and knead the dough on a floured surface. Roll it into a 16x18-in rectanngle.
Spread the chocolate mixture onto the rolled dough.Sprinkle chocolate chips and marshmallows. Cut into one and a half inch strips. Roll each strip into a coil and place it into a prepared 12x12 baking dish. Set aside for 40 minutes to prove.
Preheat the oven to 375℉
Pour the heavy cream all over the proves roolls. Bake at 375℉ 22-23 min .
Remove from the oven, cool completely.
Serve with a whipped cream topping.
