Preheat the oven to 350℉. Add the milk and flaxseed powder to a bowl and set aside to gel.
In the meantime mix the flour, baking powder, salt, and cocoa powder.
Add the butter, sugar, brown sugar to a bowl and cream it until fluffy. Then add the vanilla and flaxseed mixture and beat well.
Add the flour mixture in four steps and combine to form the cookie dough.
With a cookie scoop, sccop equal portions of the dough, roll them in the pepprmint dust. Place it in a lined baking sheet.
Repeat with the remaining dough portions.
Bake at 350℉ for 8 minutes.
Remove from the oven and cool for 4 minutes. Place the peppermont kisses by gently pushing it in the center of the cookie. cool completely. Repeat with the next batches.
Store in an airtight container.
